I don't think any trader actually bought 250 shares. That, minus his commission, makes no sense. I believe it was just a buy, by the ones that market this stock, to try to jump start LNGT trading for the balance of the day. Almost everyday there is a small trade ( 300,750,900 shares) just a few minutes before the close setting up the price where "they" intend to open it the following day.
Everything here is controlled and what you think you see may or may not be the truth. I BOUGHT 25000 shares today at .058. Trade #1 at 9:39 was mine. Trade #2 at 10:27 was mine also. I have several hundred thousand shares, bought over many months, and that's all I want. I've never bought more than 50k at any one time. About 65% of my trades (all buys) have shown up as sells.
This is the first penny stock I have ever bought. I think I've experienced most market thrills possible. I guess I'm concluding my career thinking this worthless stock might become something and give me one last thrill from penny land. Fortunately, it's not going to make or break me.
