No, everything should be reported as accurately as possible. However, since we're "only human", we all have our own built-in biases. Some people consistently go well beyond that and have an obvious agenda.
Not at all, all evidence should be posted. It doesn't matter whether it is positive or negative. But, the evidence should be investigated and if found to be true it should be backed up with supporting evidence. If you do not follow through with your investigation and just proceed with posting your information based on your preconceived opinion you will end up looking foolish when someone takes 5 minutes and comes up with an explanation to your rush to judgment.
