No, the reason the stock declined so much was the inability of Radient to pay its debts and the failure of Onko Sure sales to meet the huge estimates made by management.
This lawsuit was filed in 2002 and the only action from the lawsuit was where Radient was required to reassign the CIT patent back to Acuvector. Why this lawsuit would go on beyond 9 years seems unreasonable with no additional action ever being taken. AcuVector is now defunct and just a shell. Maybe when Radient recently pressed the issue, Acuvector did not respond. IMO, that would be the most likely reason for the dismissal.
