I have seen a reclamation plan for an open pit mine in AZ. It has at least 100 drawings, maps, photographs, etc. and is over 200 pages! They will need to post a bond for almost one billion dollars!

I disagree, kind sir. Actually, the need to do the same as Timberline, file a plan of operation, then apply for the necessary permits...which will then be put up for public comment. Faced with thousands of letters mostly against the project, Timberline went another direction. They never had the permits.

All imo, of course.
