No. It's not the IPO for NIO it's the ST (dividend-in kind) shares that will force the shorts to cover. Those with borrowed shares will not receive the dividend and be forced to cover.

I believe the issue is the shares have to be in the account prior to them trading so how will the shorts aquire something that isn't available?
