That's because Enhanced SpeedStep is neither, or perhaps a little of both. As opposed to the standard SpeedStep, which came with the original Mobile Pentium III and supported static, two-state voltage reduction, the Enhanced version, which comes with the more current Pentium III-M and Pentium 4-M processors supports dynamic, two-state voltage regulation. Pentium M (a.k.a. Banias) supports dynamic, multi-state voltage regulation.
