Actually, nobody charges the guilty. A person can be "found guilty" or be "guilty as charged", but cannot be charged guilty. Charges don't infer guilt. Remember, innocent until proven guilty, right?

Ahhhh... A small point of law.... No one is guilty until after the verdict.

In civil cases no one is ever found guilty. Ever.
