Actually, $ won't bring permits or drilling. That will only happen if they clear all the enviro hurdles. Anyone who thinks that will be easy is misguided, imo.
In fact, I feel that any firm that has considered funding the project has done their DD, and recognized the problems...and so may have walked away.
