The "instructions" link on proxyvote takes you to a definitions page... where they say "We wish to call your attention to the fact that, under the rules of the New York Stock Exchange, we cannot vote securities on one or more of the matters to be acted upon at the meeting without your specific voting instructions."
I don't think you can assume that a non vote is a yes vote.
