I don't know. NHSH has been very careful to avoid any sort of clarity in regards to regulatory filings, so anyone claiming to know is either trusting a PR or rumor (not healthy in stinky pinky land) or has insider info.
But let's assume they are restricted. What is the magic date, or condition, under which they can be unleashed? It's important information for anyone "investing" in NHSH.
