It appears someone may be offering a generous hand for someone to cover their large short position, or to make everyone believe that there is a wall at .0008 so why buy the stock??

Either way this is an orchestrated effort to keep the price in this range for a while longer.

I don't believe this is someone bailing. I having been watching the Level II this morning while enjoying my cup of coffee on the patio.
