Yes, and my response still applies. It's nothing, really. The first one is the document type declaration, and the second one is the html namespace, which is REALLY arcane but still amounts to the same thing:

1. All documents intended for mobile viewing SHOULD have these pointers (they're not really links).

2. The fact that NEOM is coding properly makes me smile.

3. It does not imply any association with the wap forum or w3. If you look at standard web pages that are coded properly (try www.blogger.com for example) you'll see that they have a DTD pointer to the same organization...the w3 sets the standards for the Web, be they markup or scripting or otherwise.
