That is the specific Quote I have referenced several times. It does not say that the R/S will happen BEFORE the end of Sept. It flatly states it is "expected" to become effective during the latter half of the Third Quarter of 2011. It is not going to become "Effective" until filed with the DE Authority. KK has total control over when to file, or not file the R/S with DE. If that is after the end of September, His "Expectations" were too Optimistic or in the view of some, Pessimistic! But, the timing is his. I do expect he will meet the expectation, as expected. To delay, without any expectation of a NEWS PR would not meet MY Expectation and I would Expect that would be dumb. There is a lot of Murky Water flowing under the Bridge. It may clear up soon. For better, or for worse. MOO (Will it be Daylight soon out there on the Monterrey Peninsula? It sounds to me that the latter half of the third quarter and the end of September mean the same thing. So if KK says the R/S will occur during the latter half of the third quarter of 2011 - and since it hasn't happened yet - then the R/S should happen between now and September 30 which is the last day of the third quarter.

Do I understand it correctly?
