This would be a surface operation, but that's beside the point, which is that, even if they get financing, their chances of obtaining permitting are remote. That process alone will take quite some time, years even. Then, there's road building and scads of drilling, assaying, reports, feasibility studies, and on and on. Even a surface operation would cost at minimum $20-50 million and take 4-8 years.
