The only Oil Company I could find that was denied permits because of emissions is Shell Oil. The only problem is they didn't mention anything about motorbooster, but they are installing $25M worth of emission control equipment on their drill ships which will be ready by 2012. So unless there is some other oil company denied permits, I don't see who would be testing motorbooster.
