Sorry for the noob investor question, what does the fail to deliver chart mean?

Does it mean the MM are selling shares they do not have, so they cannot deliver them to the investor that purchased said shares? If that is the case, what happens to the investor and their monies?

Is this why the spread is now .0047/.009? The MM are trying to drop the purchase price so they can cover what they sold at a higher price to keep their profits?
