Because, he's probably like every other typical scumbag biotech CEO that says, "I would love to buy stock, but we can only buy at certain times", or, an even better excuse, that the true scumbag CEOs say...."Every month, my 401K receives shares of our stock...", or, "I cant buy stock bc its insider trading" (and 6 months later, no relevant news has hit the tape)
