My understanding is that Mario is a hired consultant, representing the company as Investor Relations (probably being compensated via excessive consultant fees and shares). A very easy way for the company not to be liable for anything he says/does as he is not an "official" employee.
However, sending out a misleading PR came from the company's "system" (contains all of our email addresses), which is directly the responsiblity of the company!
Note: The company has listed Mario's phone number in PRs as Investor Relation contact. JMO ~ii2
