Yes you are correct. We have been reduced to faith alone, but if we truly believe in what we are attempting to accomplish it will happen.
I'm going to go out on a limb here and say that I believe that the other projects are ready to launch, but are being withheld until the main program is approved and finalized. That provides a clear field for the immediate implementation of the various elements that need to be started. No I don't have any inside info, its just a gut feeling and is what I would do in the same situation.
