I dont think so. I think PGIE will trade on both exchanges like many others do.

pgi will be converting all of its stock to that exchange

short selling is not allowed on the frankfurt exchange and from what i understand

Seems like you and the company are both confused. Frankfurt does allow short selling, it's naked short selling that they don't allow.
