If I had to venture a guess, and to be clear that's all this is, they are keeping inventory to a minimum at present to preserve capital for growth. I remember my days as a GM at a fast food chain, and inventory there was king (quite literally actually, it was a BK). Owners frequently will fret on and on about inventory control, since every dollar they spend on inventory not in use is a dollar they could be spending on some other facet of the operation.
