Many brokerages clear through PENSON, and recently they instituted a rule that they would accept no certificates or transfers, for deposits if the stock at time of transfer was trading below .10 per share.

Something like 284 brokerage were affected.

Eventually, because of all the damages caused by penny stocks harsher and harsher rules will be put into place until all brokerages and clearing houses come in line.
