My impression was that UMC was bringing up a "special" high performance version of their 0.13u process. This version would be used for the AMD products, and perhaps any other companies that wanted to build higher performance and higher power products.
If you look at this web page:
http://www.umc.com/english/process/b.asp
you will notice that UMC lists five different versions of the 0.13u process. the most aggressive in terms of gate length is called "MPU"...
