Updated: Anyway, RB didn't say "too wet for boots", he said "too wet for heavy equipment". Besides that, it's my guess (since RB doesn't seem to be with us today) that he may have seen rainwater puddles beside the road and that means nothing, except the ground is hard enough to hold water. ;)
IMO the road itself may be dry and packed hard. I don't see how he could tell road conditions from the air and no telling how high he was flying.
