I agree with you regarding Canada and kids safety and maybe late 2012 would work, but Alex has in the past tried to take on way too much, too soon and then fails, as we've seen throughout history. A lot of us tend to do that too in our lives as well.

He needs to focus on only a couple things (states) and knock those out of the ball park.

Then he'll have the right recipe for successfully mass implementing his technology and can build up his employee base to handle more.
