There is not After hours trading on the OTC. What you have there is a trade that took place during the day, and was not recorded until after hours. This usually happens when there is high volume and a high number of trades as the MM can't always record them all in real time. Now while there is no way for sure to know if this was a buy or a sell as we don't know exactly what the bid/ask was at the time this trade actually went through, if you look at the chart back when this was trading at the .095 range, one can see it was right in the middle of a massive run and it's highly unlikely anyone would be selling into that.
1 trade doesn't equal a dump first of all, 2nd that trade was almost surely a buy, and it took place early int he morning, and 3rd after that trade was placed the stock continued to rise and went up almost 3 cents from that point.
