Chart's don't predict news... that's ridiculous.
What they do is help us gauge the range in which trading will occur. The chart said that we had a big resistance at 13. Without a ton of volume, we weren't going to get past it... and we didn't.
The *PR* affected the volume... however not enough to get past the resistance.
In the same vein, when we have a PR and the market reacts slowly, others get scared and start selling because they say, "if a PR can't move this thing, I don't want to be in it." In that case, the chart helps to predict the fallout.
I think one of the big points of confusion is that people don't know what charts are for, and they are trying to measure their worth on attributes they don't have. Is a chart going to predict a PR? NO! Will it predict the CONTENTS of a PR?? There's no way! What it WILL do is tell you the range of trading given the amount of interest in the stock.
So one more time:
PR - affects volume and direction of stock (good or bad). Think of them like vectors.
Chart - provides insight as to the boundaries in which the vector will react.
