According to stockpromoters.com there has not been a promo for RVNG since 2007..

I dont know what that means b/c usualy every promotion is detailed on stockpromoters.com.

I have yet to see a stock that was promoted and not show up on there. The stock was obviously promoted however. I got the newletter myself. Theres a first for everything...
