That's how I read it as well. It seems they have not raised that amount of money as of yet. Let's hope that this partner will not have trouble raising such a trivial amount. If they do have trouble, that will not speak well of the arrangement. I would think DR would have put together a great arrangement. I just can't believe we are partnered with small fries.
Scott normally PR items that have already been accomplished. I wouldn't be surprised if we see another update on the process, and maybe more money then expected.
