PB from my understanding this is how the process works.

CGAQ puts the bid in and what they can offer, etc.
The government puts the bid in the paper for 30-45days

After that they determine the winner if they qualify.

IMO the next PR we should see regarding the track should be a letter from the government saying that our bid came out to be the winner.
