I think it stems from the very thin trading in many of these bonds. When a company sells a bond issue initially, the sponsoring brokerage or investment bankers spread the bonds around and attempt full subscription. After that the bonds' face value doesn't really matter until redemption. It becomes part of the supply/demand fear/greed equation.

I've managed to buy at 33 cents on the dollar and also, at the other extreme get paid $1.20 on the dollar. BUT, I have no idea who was on the other side of the transactions and what their buying or selling price was!
