they are making money I assume to fund these R/Ms and accuisitions those shares might be restricted maybe part of the merger in a share swap. could have been issued to Bill Smart as compensation ( he does not take a salary) remember 66% of the OS is held by insiders that means a little over 1 billion in the OS no big deal
