I don't think they honor NYC passports for certified, terminal arseports like Nussen up there, do they....!?!

They could, of course, let him wear a set of antlers and carry a sandwich sign with "ELK" on it up in the back counrty; if he can finagle a "..green card.." for the hunting season......
