Some facts about the tests: They did not use a 1 inch plate to stop this .50 cal round but just the light weight Vest Plate. You don't think the Brass will rush this thing to put on our vehicle in the Middle E. They heated the plate in a microwave with a ceramic plate, after the ceramic was glowing, they opened the microwave and took the BORK plate out by hand.

The difference between the "Plane" example is..polititions don't get in the way when it comes to saving lives....this is a Military decesion on what it spends it's budget on.
