Using my burger analogy, if you change the recipe of the burger (processor), obviously the duplication of that burger is going to be delayed too.

But it still doesn't take long to duplicate the recipe of a specialty burger (make a duplicate processor). The design takes far longer than the duplication of just about anything including P2O processors.
