well it gives various reasons for a global lock including reorganizations and shares being sold that don't exist. Also a chill order and a global lock have the same effects from what ive read on ihub. the same brokers do not trade when there is a chill order or global lock. Most global locks or chill orders that ive read on ihub are far worse than sfio's, all the other ones were obvious pump and dumps and scams with no product or patent. And even some of those were eventually lifted. I think it will take a while though. The fastest one lifted was 15 days from what i found here, i think it's going to take months though.
