No, what you gave was a petty excuse used by all bloated, share selling, paper hanging pinkies. It has never been true and will never be true. If the TA or the Company has lost control of the shares a temporary trading halt is the ONLY proper solution. Gagging the TA has absolutely no effect on control of the count.

It's just a bogus sham to hide dilution.
