I would look to bring in an independent company.... let them worry about it at a discount rate.... Refine it there.. transport it out....... sometimes you have to let other experts figure out how to climb the mountain.

I SUSPECT the LATTER...which doesn't surprise me. This web of supposed 'information' and evident 'mis-information' (in PRs) is becoming more and more tangled.
