Re the dissonance between story content and headline, the journalist who writes the story does not write the headlines. In a large newspaper writing headlines is a specific job, but more likely this was done by an editor.
Speaking as a former journalist, the headlines placed above some of my stories used to drive me to distraction.
oilman - I think I've said this 10 times, but the headlines are not created by the guys who write the story. The headline is usually (unfortunately) created after a glance at the first paragraph and nothing else.
