No. CR has too much crime and corrupted police. Many expats have left or looking to leave as now they're being taxed higher to make up for declining tourism.
I've driven/visited many towns in Panama and they have a lot of police who are very friendly. Because they have a lot of expats from England, USA, Canada,etc English is taught in the schools.
So language isn't an issue here.
When the kids graduate from college, I'm thinking of retiring there or at least six months a year (winter here is summer there).
