Yep. I agree. Not likely someone would get hit in the helmet at point blank with a high power round, but it demonstrates that if it will stop that, it will handle shrapnel and other ballistics shot at a more common distance.
Personally, I would rather risk whiplash than have my brains blown out. I think my chances of survival would go up significantly.
