Believe Keith said "mou means nothing to me". Rick was just responding, but doubt he actually meant the vote means nothing.

I believe Positron wants this to move forward and lawyers for both sides have been working on this along with state and local governments for quite some time. It's a complicated process but we would not have even gotten any information at all if it wasn't looking like a done deal at this point.
