The stock is quiet and milling at the bottom. For some it's a good entry. Others may need to see some kind of breakout before they become interested. Both are valid techniques, differing in trading style.
If a trader had 6 or 8 different open positions and threw a few bucks at BZCN while it was quiet and uneventful, there's nothing wrong with that.
It's always worth a look, regardless of trading style.
