No clue on the L3 thing. My fidelity guys were great. They transfer me to the guys on the trading floor.

Call E*Trade back and ask to speak with the Supervising Broker or the Sr. Compliance Officer. . I got all my questions answered without having to go up the Chain of Command, and snagged some LLEG shares yesterday using my account's standard online trading tools - with no additional help required.
