Tony made the stock ineligible for the DTC (or the DTC would not let him back in without info Tony would not give) so many brokers will not trade in the stock as the cost and time is high for stocks that can't be settled through the DTC. Brokers as well can just do it, they have no obligation to trade anything. They actually do have an obligation if they know illegal issuances/problems have gone on to not deal in the stock.
