They could have done the webcam thing too, but it seems you are way too hung up on this. It is a startup and there are so many delays that could happen. I mean let's face it, when getting any permits and having to deal with government employees that can't be fired does seem to slow down the process if you happen to get one of those I don't give a crap types, which unfortunately happends more often than not in my experience.
I agree with you 100%. Good PR is the heart and soul of any good company. The fact that this company is ran by Ike Sutton tells me all I need to know. GLTA!
