It is easy to assume the worst SJJ, but based on what the brokers have been saying I think someone screwed up big time on MSOA. Here is what cintrix was told by E-Trade last week...
As you have probably been informed, MSOA underwent a reverse stock split which has not been settled as of yet. The stock was therefore restricted from sale to protect accounts from selling into a naked short and incurring losses.
Since there was no direct implications for people that wanted to buy, we did not restrict purchases. Anyone that purchased post-split is caught in a sale restriction, which was an unavoidable side effect. The system cannot distinguish which shares to restrict by purchase date, it is all or nothing. We are working to segregate the original shares to a different cusip for those awaiting delivery so we can resume online trading. We hope to have this completed as soon as possible.
