fione, being an insider isn't necessary, common sense prevails here.
Take any product... let's randomly use mattresses for an example. If the U.S. Navy wanted to replace all of the mattresses on an aircraft carrier, would they call the local Sealy Posturepedic retail store in San Diego, or would the call the Sealy company headquarters. I may not be an insider, but I think I know the answer. This works with ALL products that the government buys.

UNDT manufactures nothing. They are simply distributors for someone elses products, and they use this as a charade to sell stock to unwary investors.
