Well, there is no source of cash income at this point, so I think that "may" part is for the future when the mill is restarted. They have contracts to start milling as soon as they can, so a source of income can be realized pretty quickly after the mill opens. Then, cash would be preferred by most of the employees, I'm sure. you can't pay the home mortgage with shares!
