It's a form companies file annually with their state of domestication to show they are actively doing "business" (business being a very loose term here as all the company could be doing is selling shares).
It usually contains a list of the current company officers (CEO, COO, etc..)
It is by no means an indication of anything (but it can be) as it is relatively easy and cheap for companies to file the form.
With that said, the ECOF annual list shows a new CEO "Ray Smith", who I believe took over in September of last year.
